 operations, and speed recovery.

Recovery
Activities undertaken to facilitate a return to normal daily operations. Short-term
 actions include assessing damage and returning vital functions and services to 
minimum operating standards. Long term focuses include returning all functions to
 an improved state of operations and ultimately back to normal.
