Preparation
Activities undertaken to support and enhance the response to a disaster or
 emergency.

Response
Activities undertaken to respond to disruptive events. These actions are designed
 to help reduce casualties and damage, lessen the impact on essential
 operations, and speed recovery.

Recovery
Activities undertaken to facilitate a return to normal daily operations. Short-term
 actions include assessing damage and returning vital functions and services to 
minimum operating standards. Long term focuses include returning all functions to
 an improved state of operations and ultimately back to normal.
